Help shape the future of Liverpool’s North Docks

Liverpool’s waterfront is known around the world. Now is the right time to build on that recognition and create a vibrant new waterfront neighbourhood for the future.

The Liverpool City Region Combined Authority is proposing to set up a Mayoral Development Corporation, or MDC, for the Liverpool North Docks area. This would bring together the powers, partnerships and investment needed to help deliver long-term regeneration.

The aim is to unlock investment and support a high-quality waterfront neighbourhood with new homes, jobs, green spaces and facilities for local communities. This could include:

  • Up to 17,000 new homes
  • New commercial and employment space
  • High-quality parks and green spaces; and
  • Modern community and cultural facilities

What is a Mayoral Development Corporation?

An MDC is a public body designed to speed up regeneration in important places. It could help bring land, planning, infrastructure and investment decisions together, so change can happen in a more coordinated way. Powers could include:

  • Bringing land together so sites can be developed, including through Compulsory Purchase Orders (CPO) where necessary
  • Developing, managing and selling land and assets
  • Delivering roads, transport links, utilities and other essential infrastructure
  • Use funding tools to help unlock difficult sites; and
  • Taking on planning powers for major schemes to help decisions move forward more efficiently

What are we asking for views on?

This consultation is the first step in deciding whether to establish the MDC and what it should look like. We would like to hear what you think about:

* The proposed name: Liverpool North Docks Mayoral Development Corporation
* The proposed boundary (see map); and
* The powers to be granted to the MDC

Proposed powers include:

* Land assembly and CPO to bring sites forward for development
* Planning powers for major developments; and
* Infrastructure delivery, supported by appropriate funding tools

The success of the MDC depends on strong engagement with residents, businesses and stakeholders. This consultation provides an opportunity to shape the proposals and ensure they deliver real benefits.
