GOAL 3: Improve health and quality of life

Policy G3-1 Reinforcing “Vision Zero” and Safe Systems approaches – no deaths or serious injuries on the city region’s roads by 2040

What we are proposing

We want to make our roads much safer for everyone. We must reduce the number and severity of road traffic collisions, and our target is for there to be no avoidable collisions or deaths by 2040.

We will reduce the risk of injury on our roads by re-designing roads so that people who walk, cycle and wheel are not exposed to fast, heavy traffic.  Lower speeds, less traffic and safe facilities for walking, cycling and wheeling are needed to achieve this. 

We will work with others, especially the Police and our local authorities, to deal with unsafe or illegal behaviours on the roads.  This will include training for cyclists and for people using new forms of travel such as e-scooters.

Policy G3-2 Delivering clean, healthy travel and placemaking in all we do

What we are proposing

We want Liverpool City Region to be a welcoming and attractive place to live and visit. 

We will make it easier and safer to walk, cycle and wheel and use public transport across the region by introducing new walkways and cycle paths and reducing the speed, volume and dominance of traffic in built-up areas. 

This will include introducing new low speed zones, 20mph zones, restricted zones outside of schools, road markings and traffic calming features such as road narrowing and speed humps.

Policy G3-3 Improving air quality from transport

What we are proposing

As well as reducing carbon emissions from petrol and diesel vehicles, we must reduce other pollutants from transport that are harmful to our health.

Whenever we purchase or fund a transport service or improvement, we will ensure that we consider and improve air quality.  This will include, gathering better data about pollution, supporting traffic management systems to reduce congestion and working to phase out all petrol and diesel vehicles, replacing them with clean fuels, such as electricity.

Policy G3-4 Making transport safe, inclusive, attractive and reassuring for the user

What we are proposing

Evidence tells us that fear of crime and harassment is stopping many people, including young people, from travelling by public transport. We’ll make sure there is a visible presence from staff out on the public transport network and active surveillance to offer reassurance.   

As part of this policy, we’ll make sure stations and stops are well-lit and well designed to reduce crime and help people feel safer.  We want to build on good practice learnt from the Covid-19 pandemic, to enhance cleaning schedules across the public transport network so that it feels cleaner, safer and inviting.

People who are most affected by crime or fear of crime will be asked to help develop and design transport projects, this includes women, girls and other vulnerable groups of people.
