Overview
Our Local Transport Plan for the Liverpool City Region
The draft Local Transport Plan outlines our plans for transport in Liverpool City Region up to 2040.
It sets out how we will invest in public transport and the road and walking and cycling networks in Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral to create a transport network that gives people more choices, is tough in the face of climate change, and helps us all to lead healthier and happier lives.
Our aim is for the Liverpool City Region to be the best place to grow up, grow a family, and grow a business – creating a place where no-one is left behind.
A good transport system is key to achieving this vision, unlocking new jobs, connecting people to more opportunities and helping create homes and places that are vibrant, safe and welcoming for everyone.
However, we know there are gaps in our current transport system. It’s not always easy to get to where you need to go to by public transport, ticketing can be confusing and gaps in bus routes or train timetables mean it can be difficult to take that new job or get to college on time.
A lack of travel choices can also affect our health and wellbeing, and we urgently need to reduce our carbon emissions by 2035 to help tackle the climate emergency.
The Local Transport Plan sets out how we will take advantage of developments in technology and artificial intelligence to address these challenges and to improve transport for everyone.
It includes plans for cheaper tickets, more bus routes, better technology to monitor congestion and road safety and proposals to make it easier and more pleasant to walk, cycle and wheel.
Our vision
The vision is for: ‘Clean, safe and accessible transport for moving people and goods.’
The plan also contains five goals which are the outcomes for what we want to achieve – or put another way, they are our promises to the city region.
GOAL 1: Support good, clean job growth and opportunity for all
GOAL 2: Achieve net-zero carbon and an improved environment
GOAL 3: Improve health and quality of life
GOAL 4: Transport that’s well maintained and tough
GOAL 5: Plan and respond to uncertainty and change and be innovative
Why your views matter
We’re proposing some big, bold changes. Whether you take the bus every day or have never taken public transport before, this plan will change how you move around the region. It’s important we hear from as many people as possible before we finalise the plans in 2025.
We consulted on both the vision and goals in the spring of 2022 and used feedback from the consultation to make them much shorter and simpler. You can read what we learned from the first consultation round here.
What we’re asking
In this consultation we will ask you what you think about the eight principles and 21 policies in this plan.
We want to understand which policies you agree with, if you have any worries or concerns and if you do, what we need to do to make sure the plan works for everyone.
For each question we’ll provide an explanation of what we are proposing and a link to where the policy sits within the Local Transport Plan.
